PDFs are designed to look exactly the same on any device. They act like a digital piece of paper. Pros: Perfect formatting locking. Safe for legal documents, resumes, and final presentations. Cannot easily be altered by accident. Cons: Extremely difficult to edit without specialized software.

Use Word when the document is still a draft and requires input from multiple people. Use PDF when the document is finished, and you want to ensure the recipient sees exactly what you see.
